1. There is a clearly articulated philosophy, rationale, and goal for linking curriculum, instruction, student assessment, and professional development.
   
2. All professional staff participates in a sequential and ongoing process to align curriculum, instruction, and student assessment that clearly informs teaching and learning.
   
3. There is high quality and continuous professional development for all educational personnel with a focus on curriculum and student learning.
   
4. The professional staff uses a continuum of instruction/intervention strategies that support the needs of diverse learners.
